Vor Kurzem wurde öffentlich, dass im Bundesasyllager Basel (CH) systematisch Gewalt gegen Geflüchtete angewendet wird. Dass es sich bei dieser Gewalt nicht um ein paar Einzelfälle handelt und dass sie nicht auf Asyllager in der Schweiz begrenzt ist, ist klar.
Die Gewalt hat System und das System trägt Namen. Verantwortliche sind international vertreten und tätig. Lasst sie uns benennen und ihnen zeigen, dass ihr Handeln Konsequenzen hat.
Die Verbreitung des Coronavirus hat die Gewalttätigkeit des europäischen Migrationsregimes verdeutlicht – sowohl an der EU-Aussengrenze als auch in den lokalen Asyllagern und Knästen.
Dieser Aufruf will an die intensivierten Kämpfe dagegen anschliessen.
Was sind Bundesasyllager?
Seit Frühling 2019 werden Asylgesuchstellende in der Schweiz in sogenannten Bundesasylzentren verwaltet. Die damit zusammenhängenden beschleunigten Asylverfahren haben für die meisten Betroffenen keine faireren Verfahren, sondern eine schnellere Abschiebung zur Folge. Die Bundesasyllager sind oft geographisch isoliert. Die Bauart, der Standort, sowie die herrschenden Regeln in den Lagern erinnern an Knäste und andere freiheitsberaubende Institutionen. Sie leisten ihren Beitrag zum rassistischen Konstrukt des Nationalstaats und der Grenzen.
Egal ob die schweizer Bundesasylzentren, die deutschen Ankerzentren, die CIE (Centro di Identificazione ed Espulsione/ Centro de Internamiento de Extranjeros) oder die französischen CPA (Centre de Premier Accueil): Sie alle sind Teil des europäischen Migrationsregimes, welches Menschen mittels Gewalt und Zwang kategorisiert, isoliert und abschiebt.
Für die Aufrechterhaltung der Lagersysteme müssen verschiedenste Bereiche abgedeckt werden. Dazu gehören zum Beispiel der Bau, die Verwaltung, die Lieferung von Essen, Transporte, Instandhaltung, Überwachung, Sicherheits- und Ordnungsdienste etc.
All diese Aufgaben werden von Firmen übernommen, die an der prekären Situation von Menschen auf der Suche nach Asyl finanziell profitieren.
Was geht in Basel?
Zeug*innenberichte zeigen, dass im Bundesasyllager in Basel gezielt Menschen aus dem Maghreb von Mitarbeitenden der Firma Securitas AG schikaniert, misshandelt, verprügelt und teilweise schwer verletzt werden. Die von den Securitas als “Notwehr” bezeichneten Disziplinierungsmassnahmen enden für die Betroffenen oftmals im Krankenhaus. Securitas wird von der Lagerbetreiberin ORS und dem SEM (Staatssekretariat für Migration) beauftragt und gedeckt: Schuld für jegliche Vorfälle tragen die Betroffenen. Die von Securitas-Mitarbeitenden zugefügten Verletzungen werden in den offiziellen Berichten als Selbstverletzungen von ’aggressiven Nordafrikanern’ rassistisch inszeniert.
Das Bundesasyllager in Basel befindet sich direkt neben dem (Abschiebe-)gefängnis Bässlergut. Sowohl im Knast als auch im Lager gab und gibt es immer wieder Widerstand von Inhaftierten. Auch ausserhalb der Mauern finden Aktionen und Angriffe gegen diese Institutionen statt.

Zum Geschäft mit der Sicherheit
In der Schweiz übernimmt hauptsächlich die Securitas AG die «Sicherheits- und Ordnungsdienste» in den Bundesasyllagern. Auch Protectas ist in den Lagern beschäftigt. Protectas ist die schweizer Version des international tätigen Securitas-Konzerns (Logo mit den drei roten Punkten), welcher nichts mit der Securitas AG in der Schweiz zu tun hat (Augen-Logo).
Daneben gibt es viele weitere Firmen, die diese Dienstleistungen anbieten und somit die direkte Unterdrückung und Kontrolle von Menschen durch psychische und physische Gewalt ausführen.
Zur Organisation für Regie- und Spezialaufträge (ORS)
Die ORS hat in der Schweiz nahezu eine Monopolstellung hinsichtlich der Verwaltung von Asyllagern. Sie ist international tätig in Italien, Deutschland, Österreich und Spanien (im Aufbau) und besitzt ein EU-Büro in Belgien.

Basel, Switzerland – Violence against refugees is systematic: A call
Recently it became publicly known that systematic violence is perpetrated against refugees in the federal asylum camp in Basel (Switzerland). Obviously this violence is neither an isolated case nor is it limited to the asylum camps in Switzerland.
This violence is systematic and the system has names. Those responsible are internationally represented and operate in many different places. Let’s name them and show them that their actions bear consequences.
The spread of the coronavirus has highlighted the violence of the European migration regime – both at the EU external border as well as in local asylum camps and prisons.
This call wants to continue the intensified struggles against it.
What are federal asylum camps?
Since the spring of 2019, asylum seekers in Switzerland are being administered in so-called federal asylum centres. The accelerated asylum procedues related to the erection of these new structures do not result in fairer procedures for most of the persons affected, but in faster deportation. The federal asylum camps are often geographically isolated. The type of constuction, the location, as well as the
rules imposed are reminding of prisons and other instituions that deprive people of their freedom. They are contributing to the racist constructs of the nation state and borders.
Whether the Swiss federal asylum centres, the German anchor centres, the CIE (Centro di Identificazione ed Espulsione/ Centro de Internamiento de Extranjeros) or the French CPA (Centre de Premier Accueil): they are all part of the European migration regime, which categorises, isolates and deports people by force and coercion.
For the maintenance of these camp structures, various sectors must be covered. The include, for exampe, construction, administration, delivery of food, transportation, servicing, surveillance and security services.
All these tasks are entrusted to companies that profit financially from the precarious situation of people in search of asylum.
What is happening is Basel?
Reports from witnesses show that in the federal asylum camp in Basel people from the Maghreb are deliberately harassed, abused, beaten and in some cases seriously injured by employees of the Security AG. The disciplinary measures referred to by Securitas as “self-defence” ofted end in hospital for those persons affected. Securitas is mandated and gets covered by the camp operator ORS and the SEM (State Secretariat for Migration): Those persons affected by the mistreatment are being blamed for any incidents. The injuries inflicted by Securitas employees are racist portrayed in the official reports as self-inflicted injuries by “aggressive North Africans”.
The federal asylum camp in Basel is located directly next to the (deportation-) prison “Bässlergut”. Both in the prison and in the camp, there was and still is resistance from detainees. Actions and attacks against these institutions also take place outside the walls.

On the security business
In Switzerland, Securitas AG is mainly responsible for “security and order services” in the federal asylum camps. Protectas is also deployed in the camps. Protectas is the Swiss version of the internationally active Securitas Group (logo with the three red dots), which has nothing to do with Securitas AG in Switzerland (eye logo).
There are many other companies that offer these services and thus carry out the direct oppression and control of people through psychological and physical violence.
On the “Organization for Regie and Special Projects (ORS)”
In Switzerland, ORS has a near monopoly in the management of asylum camps. It operates internationally in Italy, Germany, Austria and Spain (under development) and has an EU office in Belgium.

Basilea, Svizzera – Chiamata: La violenza contro i migranti è sistematica!
Recentemente è stato reso pubblico che i rifugiati nel campo federale d’asilo di Basilea (CH) vengono sottoposti alla violenza sistematica. È chiaro che l’uso di violenza non sia un caso isolato e che essa non si limita soltanto ai campi federali d’asilo in Svizzera.
La violenza è sistematica e il sistema ha nomi. I responsabili sono rappresentati e attivi a livello internazionale. Diamo loro un nome e mostriamo loro che le loro azioni hanno delle conseguenze.
La diffusione del coronavirus ha messo in evidenza la violenza del regime migratorio europeo – sia al confine esterno dell’Unione Europea che nei campi d’asilo e nelle prigioni locali.
Questo appello vuole essere il seguito delle intense lotte contro di esso.
Cosa sono i campi federali d’asilo?
Dalla primavera del 2019 i richiedenti d’asilo in Svizzera vengono amministrati nei cosiddetti centri federali d’asilo. Le nuove procedure accelerate d’asilo in vigore dallo stesso anno non si traducono in procedure più giuste per la maggior parte delle persone interessate, ma in un’espulsione più rapida. I campi federali d’asilo sono spesso geograficamente isolati. Il tipo di costruzione, l’ubicazione e le regole prevalenti nei campi ricordano le prigioni e altre istituzioni che privano le persone della loro libertà. Essi contribuiscono alla costruzione razzista dello Stato nazionale e dei confini.
Che si tratti dei centri federali d’asilo svizzeri, dei centri di ancoraggio tedeschi, dei CIE (centri d’identificazione ed espulsione / centro de internamiento de extranjeros) o dei CPA francesi (centre de premier accueil): fanno tutti parte del regime migratorio europeo che categorizza, isola e deporta le persone con la violenza e la coercizione.
Per il sostenimento dei sistemi dei campi è necessario coprire svariate sfere e funzioni. Queste includono la costruzione, l’amministrazione, la consegna di alimenti, il trasporto, la manutenzione, la sorveglianza, i servizi di sicurezza e le forze dell’ordine ecc.
Tutti questi compiti vengono svolti da aziende che traggono profitto finanziario dalla situazione precaria in cui si trovano le persone in cerca d’asilo.
Cosa succede a Basilea?
Secondo quanto riferito dai testimoni, nel campo federale d’asilo di Basilea le persone provenienti dal Magreb vengono deliberatamente molestate, maltrattate, picchiate e talvolta gravemente ferite dai collaboratori della Securitas SA. Le misure disciplinari descritte dalla Securitas come “autodifesa” finiscono spesso per mandare in ospedale le persone colpite da esse. La Securitas è incaricata e coperta dai principali operatori del campo, la ORS e la Segreteria di Stato della migrazione: la colpa di ogni incidente è delle vittime. Le lesioni inflitte dai dipendenti Securitas vengono elencate in modo nei rapporti ufficiali come lesioni autoinflitte da “nordafricani aggressivi”.
Il campo federale d’asilo di Basilea si trova direttamente accanto al carcere (di deportazione) Bässlergut. Sia nella prigione che nel campo c’è stata e c’è ancora resistenza da parte dei prigionieri. Azioni e attacchi contro queste istituzioni avvengono anche fuori dalle mura.

L’affare nel settore della sicurezza
In Svizzera la Securitas SA è principalmente responsabile dei “servizi di sicurezza e d’ordine” nei campi federali d’asilo. Anche la Protectas è impiegata nei campi. Protectas è la versione svizzera del Gruppo Securitas attivo a livello internazionale (logo con i tre punti rossi) e non ha nulla a che fare con la Securitas SA in Svizzera (logo dell’occhio).
Ci sono anche molte altre aziende che offrono questi servizi e che quindi attuano l’oppressione e il controllo diretto delle persone attraverso la violenza psicologica e fisica.
Sull’ORS
In Svizzera l’ORS detiene quasi il monopolio nella gestione dei campi federali d’asilo. Opera a livello internazionale in Italia, Germania, Austria e Spagna (in costruzione) e ha un ufficio europeo in Belgio.

Appel: la violence contre les exilé*es est systémique (Bâle, Suisse)
Récemment, des rapports ont rendue publique la violence dont les personnes exilées sont systématiquement victimes dans les camps d’asile fédéraux à Bâle (CH).
Il nous semble évident qu’il ne s’agit ni de cas isolés, ni d’une situation propre à la Suisse.
Cette violence est inhérente à ce système, et portée par des responsables d’envergure internationale. Montrons-leur qu’ils ne peuvent pas agir impunément, et que leurs actes ont des conséquences.
L’expension du coronavirus a accentué et explicité la violence du régime migratoire européen – tant aux frontières extérieures de l’UE que dans les camps et prisons locales.
Cet appel souhaite s’allier aux nombreuses voix qui luttent sans relâche.
Qu’est-ce qu’un camp d’asile fédéral?
Depuis mars 2019, la totalité du processus de demande d’asile a lieu dans un camp d’asile fédéral. Sous le couvert d’alléger la procédure par des décisions plus rapides, ce nouveau système abouti en réalité pour la plupart des requérant*es à un renvoi prématuré. Les camps sont isolés, construits loin de tout. La construction, la localisation ainsi que les règles disciplinaires y régnants rappelent bien trop une prison ou d’autres institutions privatives de liberté. Celles-ci sont un pilier des structures racistes étatiques et de frontières.
Peu importe qu’il s’agisse des centres d’asile fédéraux, des “ankerzentren” allemands, des CIE italiens (Centro di Identificazione ed Espulsione/ Centro de Internamiento de Extranjeros), ou des CPA français (Centre de Premier Accueil): tous resprésentent un régime migratoire européen qui catégorie, isole et renvoie sous la contrainte et la violence.
Le fonctionnement de tels camps nécessite une infrastructure dans de nombreux domaines: la construction du bâtiment ainsi que son entretien, la livraison de nourriture, le transport, la gestion quotidienne, la surveillance, les services d’ordre et de sécurité, etc.
Toutes les entreprises qui assument ces charges tirent profit de la précarité des personnes exilées.
Que se passe-t’il à Bâle?
D’après de nombreux témoignages, les jeunes hommes maghrébins sont la cible des employés de l’entreprise Sécuritas qui les importunent, maltraitent et tabassent, parfois jusqu’à engendrer des blessures graves. Ces mesures disciplinaires considérées par les agents de sécurité comme étant de la “légitime défense” finit pour les personnes concernées bien trop souvent à l’hôpital. Le SEM ainsi que l’administration du camp ORS couvrent publiquement les agents de sécurité, révélant la perversité du système : les coupables sont blanchis, les requérent*es d’asile présumé*es responsables des faits. Dans les rapports officiels, les blessures commises par les sécuritas sont décrites comme étant l’oeuvre de “Maghrébins agressifs” contre eux-mêmes.
Le Centre Fédéral de Bâle se trouve juste à côté de la prison (de renvoi) Bässlergut. Les personnes qui y sont incarcérées expriment régulièrement leur résistance, tant dans la prison que dans le centre fédéral. Au-delà des barbelés, des actions tentent aussi de s’attaquer à ces institutions.

Le marché juteux de la sécurité
La principale mandataire des “services d’ordre de sécurité” dans les camps d’asile en Suisse est l’entreprise Securitas SA. Protectas y est parfois aussi impliquée. Protectas est la version suisse d’une entreprise de sécurité internationale nommée Securitas (logo avec trois point rouges), qui n’a rien n’a voir avec Securitas SA en Suisse (logo avec un oeil).
Il y a de nombreuses autres entreprises qui proposent ce genre de services et sont ainsi directement responsables de l’oppression et du contrôle infligé par la violence physique et/ou psychique.
ORS: Organisation für Regie- und Spezialaufträge
La société privée ORS Service a en Suisse le quasi-monopole de la gestion des camps ainsi que de l’encadrement des resquérant*es d’asile. Elle est aussi active en Italie, en Allemagne, en Autriche et en Espagne (en construction) et possède un bureau européen en Belgique.
